接口介绍
本接口（
/v3/skill/list）用于按过滤条件分页查询 Skill 列表。功能说明如下：过滤条件：支持按
team_id、agent_id、name 等字段筛选 Skill。分页查询：通过
limit 和 offset 参数控制分页。返回结构：返回符合条件的 Skill 列表及总数。
