请问我的neo4j安装好后为什么出现Connection timed out: connect?

在我输入neo4j.bat console之后,出现下边这段:

ERROR Failed to start Neo4j: Starting Neo4j failed: Component 'org.neo4j.server.database.LifecycleManagingDatabase@4b1abd11' was successfully initialized, but failed to start. Please see the attached cause exception "Connection timed out: connect".

neo4j.bat start 能启动,但是也访问不了http://localhost:7474。
