Step1:升级您的pip。
python -m pip install --upgrade pipStep2:找到安装的pycocotools的路径。一个简单的尝试是重新安装pycocotools，pip将为您提供路径
pip install pycocotools你会得到
Requirement already satisfied: pycocotools in /home/frank/.local/lib/python3.7/site-packages现在，我们知道pkg在/home/frank/.local/lib/python3.7/site-packages。
Step3:删除相关文件。
cd /home/frank/.local/lib/python3.7/site-packages
rm -rf pycocotools
rm -rf pycocotools-2.0-py3.7.egg-info 完毕。
然后你可以重新安装最新版本的pycocotools，或者永远不会被这个问题所困扰。
