检查给定字符是否为按当前安装的C语言环境分类的空白字符。空白字符是用于分隔句子中单词的空白字符。在默认的C语言环境中，只有空格%280x20%29和水平标签%280x09%29被归类为空白字符。
如果ch不能表示为unsigned char不等于EOF...
